I'd say Sonic 2 the waterfall counted cause the water fall water was running below his feet. But Sonic 1 it was just flowing in the foreground not touching him. Move on to the water level!
The reason Sonic R’s controls are that way is that before sonic r came into development, the devs (Traveler’s Tales) were making a normal racing game with the engine for the game complete. But the idea was scrapped in favor of what would soon be known as Sonic R, but since they had already made a racing game engine, they went with reusing that engine instead of making a new one. Correct me if i’m wrong, but I am sure that is why the characters are so slippery.
The reason Sonic CD runs so weird for you is because I'm assuming you have a 120hz+ monitor, and the game is trying to match that refresh rate. You're gonna have to go into the Geforce control panel (as I assume you're using an Nvidia GPU) and set the game's framerate limit to 60. Also if you count the foreground waterfalls in Sonic 1 and 2, you have to count the ones in 4.
I think the foreground waterfalls wouldn’t count similarly to the background ones. So you’d be waiting to labyrinth zone, chemical plant zone and tidal tempest. You did pass through a waterfall in generations though, so that counts

In...Act 2 I think (whichever one has the first Metal Sonic race), you can touch water in a small waterfall near the end using Jade Wisp and letting it run out.
Sonic 1 has the same waterfalls as in Sonic Mania (and it doesn't extinguish your fire shield in Mania). So in Sonic 1, you have to hike all the way to Zone 4 (Labyrinth Zone) to touch any water. The waterfalls count in Sonic 2 though, because you are actually walking on the waterfall. Otherwise, just hike it to Act 2 of the next zone, and fall in the purple water (it's apparently called Mega Mack). The next zone after that has actual pristine water. Sonic 3 has water in practically every single zone. Water you can actually submerge in. Lone exception is Marble Garden Zone. Sonic & Knuckles doesn't have ANY water you can touch. And the only water you even SEE are the water fountains in sky sanctuary (you can't touch them of course). In Sonic CD, the waterfalls don't count. But Palmtree Panic has water you can walk in just fine, so it still counts. The level also throws you out of a tube through water with a splash at one point too.
Personally, this is a cool idea for a challenge but I think the concept of 'How Fast Can You DIE From Water in Every Sonic Game?' would've worked better. In that sense, it would be a race to see how fast Sonic can drown, which would make the line of whether or not you touched water much more thinner. Also, side note but you missed a few notable games like Sonic Rivals 1, Sonic 3D Blast, the Advance trilogy, Rush Adventures, & Sonic & Knuckles, but there's probably more I didn't think of. If done right, the pipe would lead you to pop up out of the fountain. If you kept going a bit more around 7:43; past the loop and falling blocks segment.
I have been to waterfalls before and when you are near them or close enough, they splash water. Like, the water doesn't go perfectly straight down it more like drizzles like rain. So I think it would be accurate to count the waterfalls as touching water.

i can (try to) answer sonic r's weird feeling controls; it was literally just travelers tales converting an in progress f1 game they had, into a sonic game at the request of sega, so they likely just tweaked the existing physics to feel more inline with what 3d sonic might feel like, and at the end of the day, that's never going to be optimal, especially when they had a deadline to meet. in other words, it feels weird because you aren't playing as sonic characters you're playing as racing cars pretending to be sonic characters. also this was made by the same people as 3d blast, so i think these guys just have a weird opinion on how sonic should move in 3d.

@KOTSOSMC2002 The other classics were emulated, I can tell because they're not in true widescreen, but in 4:3 aspect ratio stretched. Emulators being open source and always updated would probably have the thought to correct for high framerates. Also, don't play any system released before the xbox 360, ps3, and wii in widescreen, it'll stretch out the picture.

I can explain your CD issue. You have to use Nvidia Control Panel and manually limit the framerate to 60FPS. SA2 often has a similar issue.

Cd probably runs at 2x speed because your monitor has a higher refresh rate than intended, making the fps count more than it should be.

Yeah I had this trouble with my 144hz monitor, I managed to rectify the issue by changing the refresh rate to 60hz.

In Sonic Mania, if you play Sonic Mania Plus instead, you can touch water faster in Angel Island Zone I think.
I believe that behind the waterfalls you don't touch the water - the waterfalls are on the "frontground" when the character is on the "middleground"
