Picture molding was used before we had sheetrock and used plaster. Plaster would crack if you put a nail to it so picture molding was hung below the crown molding to hold hangers/hooks which you would hook the picture frame wire on. You’d adjust the picture height by the length of the wire.
I'm pretty sure if this was actually a real situation the robber could probably sue the bike owner because you intend to hurt someone. I'm not a lawyer tho but have seen some cases like this

It looks like an old tube steel frame from here. Could an aluminum frame be cut with a backsaw? Maybe. Eventually. But a hacksaw would certainly be faster and easier.
